No upgrade should be used to mask a diagnostic fault. Test the pack, charger, key feed, solenoid path, controller inputs, and brakes before buying performance parts.
Batteries, controllers, motors, cables, tires, and brakes interact. Plan the system together so one new part does not expose the next weak link.
Price the cart after the upgrade, not just the parts. A clean used cart with healthy batteries can beat a modified cart with unknown wiring.

Performance and speed
Speed and torque come from the controller, motor, and battery working as one system. The controller is usually the best first move because it changes how the cart uses power it already has.
